It requires the city create an "Emergency Response Plan" for nearby residents as a condition of its permitting from the State. It requires a "Dam Break Analysis" in case of sudden release of the 2.6 million gallons of water it is supposed to hold back.
Just because the City can put 24-foot high $3.4M dam just three steps from neighborhood property lines, doesn't make it right. You can hardly imagine a more in-your-face insensitive public works project.
Construction will be substantial, requiring massive amounts of concrete for the dam and its footer. Bulldozers and backhoes will dig into the ravine slopes and push over trees. Tree canopy loss will be substaintial and urban wildlife will be displaced.
